Coomes were appointed to prepare the Greater Shepparton Strategy, a visionary document for the next 30 years, containing strategies for sustainable economic activities and maximising the quality of life in the municipality.

The strategy addresses the impacts of a number of emerging issues. These include global issues such as world economics, global warming, energy sources and population migration. At the domestic level the current issues include changes to the horticultural and dairy farming industries, potential for new rural industries, water distribution, salinity, flooding, the highway bypass, and changes to road and rail freight patterns.
