The former Queenscliff High School campus, located at the entrance to Queenscliff ceased to operate in December 1996.

The State Government through the Department of Treasury and Finance sought to dispose of the site, to fund capital works for public schools.

Concern within the local community about the future use of the site and the form of development, prompted the State Government to initiate a special process to seek the views of the local community for the development of a forward planning framework for the site that responded to its characteristics, context and potential contribution to the township, region and State.
